As an agent with Immigration and Customs Enforcement in Los Angeles, Max Brogan (Harrison Ford) is a daily witness to struggles of those who try to cross U.S. borders in search of a better life. For Brogan and his associates, the impact of immigration goes beyond their jobs and defines their lives.
